NOAA head details reforms of fishery enforcement
The nation's oceans chief on detailed reforms on the ways fishermen are policed, including a proposal to force her agency to better justify penalties against them. National Oceanic and Atmospheric Administration head Jane Lubchenco announced meetings between fishermen and enforcement officers in New England and in Washington in June in an attempt to mend their frayed relationship.
