Within professional settings, I think there are some general rules that are good practice:

Communication among employees:
1) When you email someone with a question, they should have 24 hours to respond back.
2) When you email someone with a task, the other person should let you know when it is completed. If it's a long task, they should also give you status updates on how far along it is.

Communication between a candidate and employer:
1) If a candidate sends over his/her resume to a potential employer, an auto-reply email confirmation gives the candidate reassurance that it has been received.
2) If the employer has filled the position, the employer should send a generic email letting the candidate know that the position is no longer available. This is especially important if the candidate has already been interviewed and is wondering if he/she got the job.
3) If an employer requests certain documents attached to the application email, the candidate needs to attach all required documents in one email. No documents can be missing, and no document can be a replacement for a requested document.

There are many others, but these are some that I immediately think of. If there was an official email courtesy pamphlet, I would definitely include those rules.

I check my email every morning and throughout the day as well. I would find it rude if I emailed someone and it took them more than a day to respond, which is why I try to respond quickly.

I also realize that some inboxes are bombarded with emails, especially with giant corporate inboxes, so it may not be as easy to manage as a personal inbox. But still, there needs to be some kind of coordination so that the company touches base with everyone and not let them hanging if they have questions.
